Purpose

The West Virginia State Office of Emergency Medical Service (OEMS) is empowered by state legislative rule §64-27-8 to allow Medical Command to direct Emergency Medical Service (EMS) personnel to transport patients to the most appropriate facility.

When EMS transport involves patients in whom an acute stroke is suspected, the nearest and most appropriate hospital for which acute stroke care can be accomplished will be determined and EMS direction given.

Hospitals within West Virginia vary considerably in their ability to treat acute stroke patients. In an effort to improve care and outcomes for the citizens and visitors of West Virginia in situations of an acute stroke, three levels of stroke care capability are established:

  • Level I - Comprehensive Stroke Center (CSC),
  • Level II - Primary Stroke Center (PSC), and
  • Level III - Acute Stroke Care Capable Center (ASC).

Participation in the categorization process is voluntary for West Virginia hospitals.

EMS Compass

EMS Compass, an organization funded by the National Highway Traffic Safety Administration (NHTSA) Office of EMS and led by the National Association of State EMS Officials (NASEMSO), develops performance measures that are relevant to EMS agencies, regulators, and patients. The measures, based on the latest version of the National EMS Information System (NEMSIS), will allow local and state EMS systems to use their own data meaningfully.
